[Rd] R-Bugs: Add links to the R Posting Guide and bug FAQ to the bug tracking page

Hi all,

As with the general discussion on postings to r-help (and for the same
reasons), perhaps a similar approach would make sense with respect to
the reporting of bugs.

It would seem reasonable to add links for the R posting guide and R Bug
FAQ to the top of the bug tracking page to at least enhance the
awareness of process to folks before submitting reports.

I suspect that folks see the link for bug tracking, without considering
a search of the FAQ's, archives, and other resources to potentially
"self-resolve" their issue.
