[Rd] make check-all does not find DESCRIPTION for VR packages

It only happens with --install=skip, as a standard install does create 
DESCRIPTION files in the sources of the packages of a bundle.  And 
check-Packages-Recommended does use --install=skip ...

Fix committed.
