There are no functions POSIXct nor POSIXlt.  ?POSIXct sends you to the
help on the *class* "POSIXct", and that refers explicitly to the
*environment variable* TZ, not a `keyword', whatever that is.

There are functions as.POSIXct and as.POSIXlt expecting argument tz, and
that is how they are documented.

See the R FAQ.  But please, reports as confused as this one just divert 
the developers from real work.
