So you are running either /rw1070/bin/Rcmd (is it in your path?) or you 
have set the environment variable RHOME inappropriately, I guess.

This is NOT a bug! Please don't send bug reports when you are not sure 
about it.
For questions there is R-help, and for developer issues the R-devel 
mailing list (after having read the docs).
