Yes, and the wrong logic is sitting there clearly in logic.c

    if (PRIMVAL(op) == 1) {	/* ALL */
	LOGICAL(s)[0] = haveNA ? NA_LOGICAL : !haveFalse;
    } else {			/* ANY */
	LOGICAL(s)[0] = haveNA ? NA_LOGICAL : haveTrue;
    }

Should be easy to fix.
