Bugs in $RHOME/src/library/SJava/src/makefile.win (PR#1977)

SJava isn't part of R, it's a contributed package.  You should send
bug reports to the maintainer, Duncan Temple Lang
<duncan@research.bell-labs.com>. 

In general maintainers should be listed in the DESCRIPTION file of any
package.
