submitting binary windows packages

It's called patience ... updates were done on October 7 and several times
since. I was away for four weeks (and Kurt and others knew that).

We've experimented with allowing other people to put up Windows
pre-compiled packages, but security concerns are overwhelming.  The
distribution is done under Unix/Linux where we can't virus-check.  I build
on just one Windows machine that has aggressive virus-checking and very
little software installed: I do not use my regular desktop machine (which
is usually in Linux anyway).

Ideally I would like to pass the task on to someone who has suitable
infrastructure (which includes a machine with fast and reliable internet
access from which CRAN can rsync).  The rate of change has got out of
control (at least 50 changes per month, it seems).  About 90% of the
packages will build automatically (under Windows, not cross-compiling)
but the remainder cause a lot of extra work.
