Which version of Tcl? That function has been around at least since
8.1, so I'm guessing 8.0. It's only being used by RTcl_ReadConsole
&friends so you might try taking that whole section of tcltk.c out by
replacing the
#ifndef Win32
with
#if !defined(Win32) & !defined(Tcl80)
or, less ceremoniously,
#if 0
