I was trying cross-compiling R-1.6.1 and found that at line 519 of
R-1.6.1/src/gnuwin32/Makefile, 

../library/%/DESCRIPTION: ../library/RECOMMENDED/%.tgz

needs to be changed to

../library/%/DESCRIPTION: ../library/Recommended/%.tgz
