[Rd] barplots & ylim (PR#1398)

hi,
when having a barplot one might wants to start the y-axis at some 
certain value (besides 0).

e.g.

x <- c(4,5,6,7)
barplot(x, ylim=c(3,8))


as you can see, the bars are plotted below the limit specified by ylim.
