[R] Problems with url/download and http_proxy

It's a bug in the libxml code causing the port to be set to zero.
Comment lines like
/*if (proxyPort != 0) {
proxyPort = 0;
}*/
in nanohttp.c and nanoftp.c. (The port has already been set in the
caller.)
Please confirm that this works.
