But it does make some sort of distinction, as my example contrasting
"NA" with paste(NA) shows.  In case you missed it:

 > is.na("NA")
 [1] TRUE
 > paste(NA)
 [1] "NA"
 > is.na(paste(NA))
 [1] FALSE
