[Rd] 1.4.0 on Dec 19, feature freeze Dec 5

To comply with our ground rule that x.y.0 releases should be announced
a month in advance: 

The release of 1.4.0 will be on December 19th. Feature freeze will be
on December 5th. I hope that leaves time enough for people to finish
what they have been up to, but it seems to be a good idea to have a
little more time for platform testing this time, and hence have a
near-solid freeze about December 12th.
