Yes, that has been the decision. It's too hard to maintain: there is a
list of packages and a search facility (for all loaded packages, or
all packages in all currently specified libraries).
Note that the functions.html only worked on one platform (Unix) and
one browser (Netscape). (Slight exaggeration.)
