[Rd] Windows binary directory

Fritz:

A while ago you hid the windows-9x and windows-NT directories on CRAN,
so that old scripts could still use them but they wouldn't be
displayed to confuse new users.  I was just looking at the cran.us
mirror, and apparently the directory hiding didn't propagate there.  I
checked several other mirrors (I couldn't get through to DK or HU) and
it appears that only the Austrian site does the hiding.
