That's not a bug: see ?help and ?help.start. You can only use the CHTML
and WinHlp documentation via help or directly in Windows Explorer.

Again, see the documentation, namely the R for Windows FAQ.
Not all packages are available in pre-compiled form, so you will need
to compile the others yourself. In particular, sn and integrate are not,
currently.
