[Rd] install.packages (PR#998)

Um, no, the directory structure is the same. There's just no VR.zip
file in it.  VR is *inside* rw1030 so why would you want to download
it? 

If by any chance you are still using 1.2.3, packages that have become
obsolete(-escent) now sit in

http://cran.r-project.org/bin/windows/contrib/rw1023
