[Rd] Update of VR bundle and rpart for R-devel

There is a pre-release of versions of VR and rpart for pre-1.3.0 at

http://www.stats.ox.ac.uk/pub/R

as

VR_6.2-6.tar.gz
rpart_3.0-0.tar.gz

In particulay, they make use of the NA handling now in base rather than
having (partial) substitutes.
