It's not the latest version, and you need to manually configure it:
see the advice in `Writing R Extensions' (not followed by the authors of
that package ...).

Move swap_bytes.h.in to swap_bytes.h and var.h.in to var.h.

There's a few more tricks you need to bear in mind, for example
which packages work with --use-zip.
