Odd. This seems to have worked for Duncan M. However, please notice
that there's a newer version:
 
http://cran.r-project.org/src/contrib/1.4.0/Recommended/foreign_0.4-8.tar.gz

(and in general, the recommended packages sit in that directory until
release)
