As it does not on my Windows 2000 system, nor on the Windows 2000 system
on which it was built nor for many other users, this would appear to
indicate a problem with your installation and not with the R binaries.
In particular, the error seems to have occurred in a system DLL and not in
Rgui.exe.

I suggest you compile a debug version from the sources and investigate
what problem might be peculiar to your machine.

One thing we know, but seems implausible: R fails to start (but with a
different error) if the machine has less than 10Mb of RAM.  But Windows
2000 likes 64MB or more.
