Depends on your Perl installation, perhaps. I would expect it to
recognize locales if it is recent.   It is more likely that your shell
is not using the locale sort.  I'd set LANG=C LC_ALL=C via your
Makefile, script, whatever.

I got tired of this and set all my machines back to C, but you may not
have that choice.
