[Rd] two minor 1.2.0 install problems (PR#770)

two minor problems building R-1.2.0 under linuxppc.  neither of these two
problems
is difficult to get around, but they do make the build/install process fail:

1) when making DVI or PDF manuals, doc/manual/refman.tex tries to input
base-pkg.tex
at line 43.  this file does not exist in the R tree and is not part of tetex 
(at least not tetex-1.0.6).


2) after "make R" (or during "make all"), both "make docs" and "make test" refer
to
bin/Rcmd, a script which which sets up

   R_CMD="${R_HOME}/bin/Rcmd"

unfortunately, with R-1.1.1 installed, R_HOME points to the installed 1.1.1 bin
directory, and 1.1.1 does not have Rcmd.  so a reinstall of 1.2.0 will work,
but
an upgrade from 1.1.1 will fail (as will a new install, i think).
