[Rd] make pkg on windows NT

I am trying to compile a package i am developing on my home computer where
i am running Windows NT 4.0 service pack 6. Everything works fine on my
other computer at work running windows 98.

I am using the cygwin 1.1 bash shell and tolls with the MingW compiler,
version 2.95.2-1
installed seperately and first in the path. I have active perl 6.16 
as well. Here is the error I get when i run the make pkg-  script from the
gnuwin32 directory

also here is my R version info

Oh and one last Question, I noted on Dr. Ripley's RTools page that he
recommends MingW 2.95.2-1 the crtdll version rather than the msvrt
version. I have not noticed any problems yet with other stuff i have
compiled, are there any problems dynamically linking code built with the
other version that I am unaware Of?
