That has already been altered for R 1.1. The file is in the Rnotes
package on CRAN at present, and will be in 1.1.0 on.

You can use it from anywhere, hence it does not specify where. This
puzzles me: you have to set the source directory to where the files
are: use the Browse button to do so.  The installer is known to work
on Windows 95, and there have been many, many, successful uses.
Could you please try again using Browse to get the right directory
with the zip files?
