read.fwf, perl on win

here is the version information.
one of the problems i noticed is that
libraries seem to be different.
i had an error because
perl called 
getopt.pl,
and the library module was called
getopts.pl

since i changed my path so the official perl
from www.perl.org is found first,
things work.
