ftp cvs.r-project.org

I just looked at the "ftp cvs.r-project.org" problem with one of our security
people and it appears that cvs.r-project.org is doing an "ident" back to the
host trying to come in. He says it is the first time he has every seen ftp
request an ident, and that we are not likely going to turn on responding to
ident since it is a possible security hole.

My IPmasq machine at home also does not return ident requests (tcp port 113), so
that is the reason it doesn't work either.
