I'm working behind a firewall in both cases, at home using IPmasq.
IPmasq should give a valid IP address, but very possibly there is no DNS
entry for my home IP address. The IP masq address will not be the same
as my workstation address. From work, the firewall will change the IP
address of my workstation and replace it with one that should resolve ok
by DNS. In any case, I've never had serious trouble with ftp from either
home or work.

At home my system just waits to timeout, but at work I can break out and
I get the message "Service not available, remote server has closed the
connection." Are you sure you don't have some special priveldges coming
from an "r-project.org" domain? Certainly ftp could be set up for that.
