Just to give my 5 Rp. in a very time constrained situation:

This *is* an urgent problem we should attack.

If someone doesn't find the Wilcoxon Test in R, {s}he must think we are all
nuts to use such a system at all .. until some crack tells him
``oh yeah, that's available in "ctest"...''.
and Joe User replies to the crack ``how on earth should I have guessed..''

[[and I **REALLY** think wilcoxon.test() should be moved to "Core R", even
  to the base:package !]]
