That's for their authors to say. I would regard bats as superseded by ts.
timeslab is a port to R of a port to S of some routines in a DOS package
accompanying a book by Newton, and so might be useful for users of that
book. My understanding is that the copyright had not been resolved: the
porter had not sought the author's permission. If there has been no
progress within a year I suggest we drop this.

I see ratetables is in Devel. This is part of survival4, separated
out to save space, so I think it should really be in Old.
