What a surprise! I had no idea anyone was interested in this stuff or had bothered even to put it forward...

This was originally my S-PLUS front end to some work of Miller & Nguyen on finding D-optimal designs with blocking.  Had I known someone was interested in porting it to R I may have found some time to work on it.  As it is I will not.  If the contributor (Halvorsen) does nothing more with it I think it should be just dropped.  There are problems with the Fortran and it would take some work to get it going.  The S code is unnecessarily complicated as well.  (I did it some time ago when I was younger and more ambitious...)
