CRAN.packages (PR#364)

I had to make the following modifications to parse.dcf() in order to get
CRAN.packages() to work. 
Original:

    ok <- grep("^[ \t]+$", text)
    if (length(ok) > 0) {
        text <- text[!ok]
    }

Fixed:

    notok <- grep("^[ \t]+", text)
    if (length(notok) > 0) { 
        text <- text[-notok]
    }
