more on library() - my error

Another stupid error on my part. I've just discovered that I managed to install
an empty library. I'm not sure how hard that is to do. I installed the source in
the location where the rlib was suppose to go. This seemed to put in place
enough of the pieces that the name and description were picked up, but the
R/padi.R file didn't get converted to R/padi.

Sorry for the false report.
