survival4 again

Yet another release of survival4 (1.3-0) has been uploaded and will be
percolating to a CRAN site near you. It will initially be in
contrib/devel/

Notes: 	
    (1)  survival4 does not work correctly under R0.63.1 with
na.action=na.omit. This has been fixed in the current release snapshot

    (2) This newest version requires R0.63.1 or later; some of the
code has been migrated into base R to avoid conflicts (thanks to Terry
Therneau for permission).

    (3) I think this version fixes the scoping problems that prevented
coxph() working inside a function.

    (4) This will probably be the last release of survival4, since
survival5 is appearing Real Soon Now, with some very promising new
features.
