[ESS] ESS + Cygwin Emacs

I am fixing this by changing the MS detection as I have proposed earlier in this
thread. I am not using cygwin but given that several people are affected we need
to fix it asap.

Brian and Greg, I would appreciate if you could check if the issuer has been
resolved with the latest ESS. Thanks.
