[ESS] ESS 15.03 released

I so wanted to add an april fool's joke about David Smith of
revolution analytics fame taking back over the ESS leadership to
celebrate the 20th year of his giving up the (now named ESS) project,
and Martin and Vitalie moving to the USA to take up as joint CTOs  for
R studio...

Congrats for another great release!
