[ESS] ESS hangs emacs on start-up

This is also windows right? 

With the help of Carslaw I know exactly where it comes from. I have
committed a quick fix to git by removing some functionality from
ess-developer. It should propagate to melpa soon. I will solve it
completely once I am back from holidays.
