[ESS] no S4 help under Windows XP

I just installed the latest package,
http://vgoulet.act.ulaval.ca/pub/emacs/emacs-23.1-modified-3.exe,
over my old one.  Same misbehavior.  It has ess 5.5, emacs 23.1.
