Yes, this is configurable; from the info 

   * ESS[S]: Pressing underscore ("_") once inserts " <- " (as before);
     pressing underscore twice inserts a literal underscore.  To stop
     this smart behaviour, add "(ess-toggle-underscore nil)" to your
     .emacs after ess-site has been loaded;
