I'm sure there are many who would appreciate a newer version, but give
Vincent a chance, Emacs 23.1 was only released as stable a eight days
ago!!! (see http://lists.gnu.org/archive/html/info-gnu-emacs/2009-07/msg00000.html)

I'll echo my gratitude to Vincent for providing the pre-bundled Emacs
with ESS (and AucTeX) though, very much appreciated (its made having
to use M$-Windoze at work a lot easier).
