ess-eldoc is not installed by 'make install' in GNU Emacs 23.0.0.6
(i686-pc-linux-gnu, GTK+ Version 2.10.14) of 2007-08-26.

But I can see it is included in the source tar ball.

I wasn't able to see any argument tips at all.
