[ESS] [ESS-bugs] ess-mode 5.3.0; Accented characters

The original code are from
http://www.is.titech.ac.jp/~shimo/class/gakubu200209-1.html
It's in Japanese .I don't know Japanese so I get the solution by guess.
So I post it in english here hoping it's usfull for non-english user:)
