[ESS] ESS-Version under Xemacs

Dear All,

Could one explain to me the relation between ESS version numbers and xemacs?
I am using xemacs 21.4.13 under Windows98.
When I open the menu item TOOLS>PACKAGES>LIST and INSTALL it shows for ESS
latest version 1.12, installed version 1.12. What does this mean in
relation to the ESS version 5.2.6 I heard to be the latest?
Off topic: Is Xemacs 21.4.13 the latest available binary for Windows98?
