R does not run in ESS

Simple answer: It does.

Right answer: you've got to set it in the right context.  

.emacs should be located in your "home" directory (i.e. as specified
by windows, or by:

C-x C-f ~/.emacs

What you are doing will work.

HOWEVER, it's a really ugly and awful hack.
