why is Xemacs not detecting the DOS-style line endings by itself?
Gnu emacs has been doing that detection for several years.

Look up the emacs command set-buffer-file-coding-system
which is bound to C-c RET f on Gnu Emacs.

Does xemacs have the line-ending indicator on the left side
of the mode line?  On Windows it shows "--\--" for DOS endings,
"(Unix)" for Unix endings, and "--:--" for Macintosh endings.
