browse-url.el is part of GNU emacs, it appears in
   d:/emacs/emacs-21.1.90/lisp/net/browse-url.el

ess-mous.el requires mouseme.el which in turn requires browse-url.el

Which version of emacs are you using?

ess-mous is a new feature which we are distributing in a beta mode.
1. Highlight a word, or place the cursor on a word in an S language buffer.
2. C-mouse-3 (control right-click) and then select
  "What is this? (beta)"
You will get a mouse-me menu.  Make a selection and the results from the
selection will appear in an emacs buffer.

This feature is in beta test.  Please send comments bugs etc to
   ess-bugs at stat.math.ethz.ch
