To create the .emacs file:

>From within emacs type 
  C-x C-f ~/.emacs RET
then place the line
(load-file "c:\path\to\ess-5.1.18\lisp\ess-site.el")
in that file.  Make the path correct for your setup.
Save it with
C-x C-s
