Fix for bug in Sqpe+6 for Windows

The fix for the missing interactive() behavior in Sqpe+6 for Windows
was supplied by David Smith of Insightful.

I committed the fix to the ESS development files and it will be in the
next release.  If you want to fix it yourself, change line 120 of
  lisp/essdsp6w.el
from
    (inferior-ess-start-args       . ""))
to
    (inferior-ess-start-args       . "ALWAYS_PROMPT=X")) ;;workaround for bug in S-Plus 6 for Windows
