building ess 5.1.13

Hello.

The makefile changes in 5.1.13 solved my gnu make problems.  Thanks!
But, I still have problems on the info files.

gmake EMACS=xemacs

runs fine until

There appears to be some sort of a permission problem here.  

Note that:

brahms(mch927) 48% ls -l doc/ess.info
-r--------   1 mch927     users         2957 Mar  6 04:38 doc/ess.info

Anyway, I tried:

brahms(mch927) 56% chmod +wxr doc/ess.info

and then

brahms(mch927) 57% gmake EMACS=xemacs

I can for tex to complete by entering R here.   What is @uref?  I have
never seen this before.
