install ESS on win-32

By loading the ess-site.el file I have had some success. I have not
spent long on this and don't get many chances to look at it
properly. The ESS code often tests the type of windows and the XEmacs
uses "mswindows" as its windows type while NTemacs uses w32 from
memory. So grep for these references in the lisp directory and include
the mswindows option.  Also there is also a process function that is
referred to that has something to do with SAS and this seems to cause
a problem even if you don' t use SAS.

I hope this gets you further along the road. I apologise for not
having a solution but by the time I look at this issue another version
of ESS has popped up. (That is not a complaint)
